从“环评”到“遗评”:我国开展遗产影响评价的思考——以历史文化街区为例

摘　　要：为进一步加强遗产资源的价值保护与利用的可持续性,受环境影响评价理念的启示,对我国开展遗产影响评价进行了思考。首先,在环境影响评价的概述基础上,梳理了国内外遗产影响评价开展近况,阐述了我国开展遗产影响评价的应用逻辑。最后,以历史文化街区为例,从遗产影响评价的"缘由、内容、对象、时间、机构、程序"等六方面进行了探讨,对我国全面开展遗产影响评价工作具有一定的启示作用。In order to further strengthen the protection and utilization for the value of heritage resources,this paper attempts to explore the idea on carrying out heritage impact assessment by the inspiration of the concept of Environmental Impact Assessment（ EIA） in China. Firstly,this paper reviews the status quo of Heritage Impact Assessment（ HIA） of the domestic and foreign,based on the overview of the Environmental Impact Assessment,expounds the application logic on which in China. At last,it explores the idea from reason,content,object,practice,organization,and procedure of Heritage Impact Assessment,taking historical cultural blocks as a case,which play enlightenment function on the overall development of the Heritage Impact Assessment in China.
