摘　　要：实行严格的取水许可及后续管理制度是落实最严格水资源管理的重要手段,在用水总量控制、提高用水效率等方面发挥着重要作用。连云港市已形成了较为规范的取水许可审批机制与相对完善的后续监管体制,但具体工作中仍存在程序过于简化、监管不到位等问题,探讨了通过严格水资源论证、落实"四个一"管理、强化水资源费征收等完善措施。The implementation of strict water permit and follow-up management system is the most important way to carry out the most stringent water management. It plays an important role in the control of total amount of water and the improvement of water use efficiency and other aspects. Lianyungang has formed a relatively standard water permit approval mechanism and relatively perfect follow-up supervision system. But there are still some problems such as simple process, poor regulation. Methods such as strict water resources demonstration, the implementation of the ＂Four one＂ management, strengthen the collection of water resources fees and other measures are explored.
