摘　　要：欧洲各国由于监管和市场环境的不同,其输电费率结构具有较大差别。为推动欧洲统一能源市场的发展,欧洲输电运营商联盟针对欧洲各国的输电费率情况,连续多年进行了汇总报告。基于上述报告分析了近年来欧洲输电费率的发展趋势和现状。首先介绍了各国输电费率的构成情况,主要包括基础设施费用、系统服务费用、网损和其他费用等,然后讨论了欧洲各国在输电成本分摊方式上的特点,如基于容量和电量、时间和空间、发电侧和负荷侧等各种因素的考虑。欧洲输电费率的发展经验对我国新一轮电改中输配电价的制定具有一定的借鉴价值。Transmission tariff scheme varies in European countries due to different regulations and market environments. In order to promote internal energy market in Europe, transmission tariffs of European countries have been annually reported by ENTSO-E since 2009. Based on these reports, this paper analyses development and status of transmission tariffs in Europe. Firstly, cost structures of transmission tariffs are presented, including costs of network infrastructure, system services, losses and others. Then cost allocations through transmission tariffs are discussed, including factors of electric energy/power, generation/load, time/location and so on. For regulation formulation of transmission and distribution tariffs in Chinese electricity reform, experiences of transmission tariff development in Europe may offer various reference values.
