摘　　要：以审判为中心的诉讼制度改革,对公安机关侦查办案的理念、能力、模式和内部管理制度等提出更高的目标要求,公安机关必须顺应法治潮流,着力实现执法理念上由实体正义向实体程序正义并重、有罪推定向无罪推定、查明事实向证明事实的三个转变,完善证据收集、保管、审查三项工作机制,构建新型的侦查起诉和侦查辩护两种关系,健全以审判为导向的未决羁押、表彰奖励和宣传报道三类执法管理制度,着力提升执法质量和公信力。The trial-centered litigation reform produces higher requirements for the public security organs idea,capacity, mode and internal management system during the process of investigating a case. In order to improvequality of law enforcement and public trust, the public security organ must follow the trend of rule of law and makesome new changes. Firstly, with regard to concept of law enforcement, the public security organ should focus onboth substantive and procedural justice rather than only the former, the presumption of innocence rather than thepresumption of guilt, proving the facts rather than finding out the facts. Secondly, the public security organ shouldperfect three mechanisms about collecting, safekeeping and reviewing evidence. Thirdly, the public security organshould build new relationships among the investigation organ, the procuratorial organ and the defense lawyer.Fourthly, the public security organ should improve three trial-oriented enforcement systems.
