摘　　要：在成为国际政治的热点地区后,北极旅游也在逐渐兴起,并且北极旅游与北极政治的关系日益紧密。因而在界定北极旅游政治的涵义和建构北极旅游政治系统的基础上,建立北极旅游政治框架,有助于梳理北极旅游与政治之间的真实关系。北极旅游受政治稳定状态和国际政治格局的影响,又在北极政治中发挥着文化交流、政治外交和促进地区和平的功能,这为解决北极争端问题和域外国家参与北极政治提供了一种可行的选择。在地缘条件不利且北极国家尚存有戒心的情况下,中国应以"低政治"领域作为突破口来参与北极事务,因而具有低阶政治工具性的北极旅游就成为中国逐步渗透北极事务一个可行的切入点。中国在利用北极旅游参与北极事务时,应注意在国家、业内以及公众层面工作的改进与提升,从而更好地发挥北极旅游的政治功能。The Arctic tourism is steadily developing after the Arctic becomes an hot spot of international politics. The Arctic tourism and the Arctic politics are getting closely interrelated. This paper intends to establish a political framework by defining the meaning of the Arctic tourist politics and constructing a system of Arctic tourist politics in order to identify the interaction between Arctic tourism and Arctic politics. The studiesshow that the Arctic tourism can be affected by the state of political stability and international political situation. And the Arctic tourism does help to promote the cultural exchange, political diplomacy andregional peace. This provides a viable alternative to solving disputes in the Arctic and helps countries concerned to actively participate in the Arctic affairs. China has an important role to play in the Arctic affairs while it must do much work in regard to the tourist industry and the public at home.
