摘　　要：基于对苏州市民的调查,本文梳理并总结了普通公众档案利用行为特点,分析了这些特点对档案馆建设的影响,在此基础上,从满足公众需求的视角出发,提出了档案馆的发展建议:倡导"以人为本"的服务理念,将服务大众放在新时期加强和创新档案馆工作的首位;构建合理的馆藏发展战略,形成多元化、社会化、个体化的档案资源体系建设模式;以网络为依托,创新档案服务方式,提升公众的参与度;加强档案馆大众教育的常态化、系统化和制度化建设,全面提升教育质量;注重法制建设,保障公众档案利用的公平性、公正性和效益性。Based on the survey of citizens in Suzhou, this article summarized the behavior characteris- tics of general public archival users and analyzed the influence of these characteristics on archival con- struction. On this basis, from the angle of view of meeting the demand of the public, this article put for- ward some suggestions on the development of archives. First, strongly advocated ＂people-oriented＂ service concept, in the new period, it is very important to strengthen and innovate archives work. Second, construct the reasonable collection development strategy, form the diversity, socialization, individualization of archives resources system construction mode. Third, via network, make innovation on archival service methods to en- hance the participation of the public. Fourth, strengthen the importance of archival mass education, make it normal, systematic and institutional and improve education quality. Fifth, Pay more attention to the con- struction of legal system, and ensure the public archives utilization fair, impartial and efficiency.
