摘　　要：党的十八大报告中提出"要完善协商民主制度和工作机制,推进协商民主广泛、多层、制度化"发展的目标,十八届三中全会决定明确构建"程序合理、环节完整"的协商民主体系,2015年先后颁布指导协商民主实践的"四个意见"。意味着在政治和政策领域内,开始尝试构建中国式话语与实践特色的协商民主体系。中国式协商民主理论与实践主要针对两大民主背景,即中国已经进入公民权利时代和现代民主决策的双重趋势,解决执政的合法性与公众参与的非制度化两大基本问题,主要通过学习和吸收中国传统中的协商资源、西方的协商过程理性和中国协商实践中的组织资源,从协商民主的价值理性、民主实践和民主方法等三个维度,不断丰富中国式协商民主的理论与实践。In the Report to the Eighteenth National Congress of the Communist Party of China, it put forward to improve the system and working mechanism of deliberative democracy, and promoted deliberative democracy＂widely, multilayer and institutionalized＂development goals. And in the Communiqué of the Third Plenary Session of the 18 th Central Committee of the C.P.C, it decided to build a complete link system of deliberative democracy.＂Four programs＂to guide the practice of deliberative democracy has been promulgated in 2015. It means Chinese style discourse and practical characteristics of deliberative democracy has been tried to be built in the political and policy areas. It pointed to the background, that China has entered double trends of civil rights era and modern democratic decision-making, solving the legitimacy and participation in the system are the two basic problems. It mainly depends on learning and absorbing the Chinese tradition of resource negotiation, the western rational negotiation and the organizational resources of Chinese deliberative practice. Democracy value rationality, the democracy practice and methods, and the enrichment of the theory of deliberative democracy in China will be better to carry out the practice.
