摘　　要："一国两制"对原有的宪法学知识体系提出了前所未有的挑战,需要我们在全球化的背景下总结当代实践经验,提炼出一套自圆其说的具有建设意义的理论。本文试图为宏观理解香港政治提供一个分析框架。本文认为,对峙是香港政治精神构造的根本特征,是理解香港政治的关键。本文所说的对峙不仅仅指对峙的现象,还包括对峙的结构;既指向恶性对峙的现象,也涵盖合法的和正常的对峙现象。"一国两制"是大智慧,两制对峙给国家发展注入了新的动力,同时内含若干二律背反,造成香港管治很多难题。香港内部政治的活力源于对峙的精神结构,然而,香港对国家安全的潜在威胁和香港社会内部的政治危机也恰恰依托于对峙的精神结构。在对峙结构中,我们不必奢求那种融为一体、亲密无间的和谐,在维持国家统一和安全的前提下但求异质之合作。港人要珍惜"一国两制"之大福,不要滥用对峙结构、滥用"说不"的自由和权力。The practice of ＂One Country, Two Systems＂ has brought about an unprecedented episte- mological challenge to the traditional constitutional jurisprudence. It calls for us to put forth a consistent and self--sufficient theory based on the past nineteen years＇s experience in the background of globaliza- tion. This article attempts to provide an epistemological framework for the understanding of the politics of Hong Kong（Here I do not use the phrase of ＂in Hong Kong＂, for the Central Government has its le- gitimate part to play）. It proposes that antithesis is the essence of the spiritual structure of Hong Kong politics, and so is the key to a sound understanding of it. Antithesis in this context refers both to the con- stitutional structure of antithesis and to the political phenomena of confrontation, both to the legal and normal confrontation and to the vicious confrontation. The idea of ＂One Country, Two Systems＂ is an i- dea of wisdom.The coexistence and antithesis of two systems have imbued China with incredible dynam- ics, but it also was born with several antinomies and has entailed the difficulties of governance. On the di- mension of the internal politics in Hong Kong, the constitutional structure of antithesis is the source of dynamics, but at the same time it hatches the vicious confrontations which creates danger to the security of the nation--state and to solidarity of the Hong Kong society. In this constitutional background, we should seek for the cooperation between diversities instead of the hierarchical harmony of homogeneity. The Hong Kong residents should refrain from abuse of the constitutional structure of antithesis and the freedom of no--saying.
