摘　　要：治理黄河历来是中华民族安民兴邦的大事。自1946年人民治理黄河以来,尤其是新中国成立以来,党和国家十分重视黄河治理开发与保护工作,经过长期坚持不懈的努力,黄河治理开发与保护取得了巨大的成就:防洪工程体系基本建成、黄土高原地区水土流失防治取得明显成效、黄河水资源得到充分开发利用、水资源管理与保护取得重大成效、流域综合管理和科技支撑能力不断提升。人民治理黄河70年来,在防洪减灾、水土保持、供水、灌溉、水力发电等方面累计产生的经济效益高达11.1万亿元,同时为保障国家社会稳定、经济安全、粮食安全、能源安全、生态安全发挥了巨大的作用,生态效益和社会效益十分显著。Harnessing the Yellow River has always been a great pursuance of protecting the people and developing the country. Since the Chinese Communist Party leading people to harness the Yellow River in 1946, especially after the founding of the People＇s Republic of China, the vital importance of the harnessment, development and protection of the Yellow River have been valued highly and consistently. Through long-lasting remorseless efforts, world-known successes have been achieved. Flood control engineering system has been established basically, soil conservation of the loess plateau has achieved significant results, water resources have been well developed and utilized and water resources management and protection have led to remarkable results. Comprehensive basin management and science and technology supporting capacity have been improved continuously. The accumulated economic benefits achieved in various aspects in the last 70 years are as high as 11.1 trillions of RMB. Meanwhile, the harnessment of the Yellow River has played an important role in social stability, economic safety, food safety, energy safety and ecological safety. Ecological and social effects are also significant.
