论军民融合深度发展的范围层次与体制信息构建

摘　　要：我国军民融合正经历由初步融合向深度融合转变的关键时刻,破解制度难题,塑造融合机制,搭建信息通道成为深度发展必须厘清的理论问题和实践需要。以我国军民融合实践进展为基础,借鉴西方国家军民融合发展道路经验,分析了我国军民融合深度发展所面临的范围与层次、体系制度与任务、信息与机制等问题,提出了深度融合的发展目标、任务清单和信息互动等措施。Civil-military integration in our country is experiencing the shift from the initial fusion to the critical moment of in-depth fusion.Therefore,cracking system problem,shaping integration mechanism,and setting up information channel have become the key points in the course of in-depth development which must clarify the theoretical and practical needs.Based on the progress of civilmilitary integration practices in our country,the paper draws reference from western countries＇ civilmilitary integration development,analyzes scope and level,system and policy of in-depth development and puts forward some measures for in-depth integration like development target,task lists and information interaction.
