摘　　要：目的探究基本药物制度实施对山东省社区卫生服务机构基本医疗和公共卫生服务功能产生的影响并提出对策建议。方法运用系统动力学方法,在分析基本药物制度实施与社区服务功能的因果关系的基础上,构建流图并进行模拟,预测未来发展趋势。结果基本药物制度实施后,社区基本医疗服务功能相对弱化,公共卫生服务相对增强。结论政府应充分发挥调控作用,完善基本药物制度以减少其对社区基本医疗服务的冲击,保证社区基本医疗与公共卫生双网底功能的实现。Objective To probe the influence on basic medical service and to public health of Community Healthy Service Centers by implementation of essential medicine system and put forward countermeasure and suggestion. Methods Using system dynamics method, on the basis of analyzing the causal relationship between implementation of Essential Medicine System and Community Healthy Service function, building a flow diagram and doing simulation to predict the future development trend. Results The basic medical service of community has weakened and public health service has strengthened relatively after essential medicine system implemented. Conclusion The goverrmaent should play fully regulative role, and improve the basic medicine system to reduce the impact of the basic medical service of the community, in order to ensure the realization of function of double the population on basic medical and public health of community.
