摘　　要：在调查研究的基础上,分析电子文件备份中心建设中存在的顶层设计导致制度和标准不统一、总体规划设计方面欠缺、机房基础设施建设不匹配等问题,提出电子文件备份中心应从国家战略的视角去筹划,并按高级灾备中心的标准去设计,兼具完备的网络传输技术条件和技术运维管理,按照信息安全等要求进行安全技术体系构建等相应对策。Based on the investigation, this article analyzes the existing problems during the construction of electronic file backup center such as disunity of system and standards, lack of overall planning and design, backward management condition, unmatched infrastructure construction of computer rooms and some security issues. It suggests carrying out construction of electronic file backup center from the national strategic perspective and following the standards of advanced disaster recovery center standard, which ensures the center with both complete network transmission technology conditions and technical operation and maintenance management.
