复合行政视角下国内飞地管理研究

摘　　要：飞地是一种特殊的人文地理现象,其形成有着复杂的历史、经济、行政等方面的原因。文章分析国内飞地的特征和管理现状,指出在转变政府职能的定位并完善飞地管理相关法律的前提下,运用复合行政理念创新飞地管理方式,同时适当调整小规模飞地行政区的区划,是改进我国国内飞地管理的有效途径。The enclave is a special geography phenomenon which emerged under complex historical, economic and administrative conditions. Based on the analysis of the characteristics and current situation of our domestic enclave mfinagement, on the premise of trsmsforming government function and perfecting enclave management laws, this paper puts forward that we can improve the enclave management in China through innovating enclave management mode by adopting compound administration concept and adjusting the division of small size enclave administrative region.
