河南省4类常见突发公共卫生事件的风险评估研究

摘　　要：目的对河南省4类常见突发公共卫生事件进行风险评估,为河南省进一步制定科学合理的公共卫生保障策略提供政策依据。方法选取河南省常见的4类突发公共卫生事件为研究对象,运用自主设计的调查表对14名相关专家进行专家咨询,综合运用风险矩阵法与Borda排序法对4类共23种突发公共卫生事件的风险水平进行评估并排序。结果问卷应答率为100%,14名专家的平均年龄为44.64±8.44,平均工龄为18.14±9.26,权威系数为0.78±0.12,权威系数的变异系数为15.38%。4类突发公共卫生事件的风险等级均为高危险度风险,其中食品安全事件和职业危害事件的Borda序值列第1位。高致病性禽流感、霍乱等6种并列13种重大传染病事件的第1位,生活饮用水污染列3种环境污染事件的第1位,尘肺列4种职业危害事件的第1位,3种食品安全事件的风险差异较小。结论河南省4类突发公共卫生事件均为高危险度风险,但又存在内部差异,这要求未来河南省在突发公共卫生事件全面防控的过程中要选择优先干预重点和干预策略,实现公共卫生资源的优化配置,保障广大公众的生命健康。Objective To identify and assess the potential risks of four kinds of public health emergencies in Henan Province, and to provide a policy basis for making scientific and reasonable public health safeguard strategies. Methods Four kinds of public health emergencies in Henan Province were selected as the subjects for the survey. The questionnaire was customized for 14 relevant experts. The risk matrix method and the Borda count method were employed to assess and sort the risk levels of 23 public heahh emergency events of 4 categories. Results The response rate was 100%. The mean age of the experts was 44.64 ＋ 8.44,and the average working age was 18. 14 - 9.26. The average authority coefficient of experts was 0. 78 - 0. 12, the variation of coefficient was 15.38%. The four kinds of public health emergencies were all high -risk events, in which food safety and occupational hazard events ranked first. Six kinds of emergencies including highly pathogenic avian influenza and cholera etc. ranked first among 13 events in the major infectious disease categories. Drinking water pollution ranked first among 3 kinds of environment pollution events. Pneumoconiosis ranked first among 4 kinds of occupational hazard events. The difference among risk of 3 kinds of food safety events was small. Conclusion The four kinds of emergent public health events in Henan province are of high risk, and there are internal differences among those four high - risk public health emergencies in Henan Province, it requires that we should select priority intervention focus and intervention strategies in the process of comprehensive prevention of emergent public heahh events to achieve the optimal allocation of health resources and protect people＇s lives and health.
