政府购买公共体育服务的评估实践与反思

摘　　要：通过对国内政府购买公共体育服务评估实践的分析,发现评估是当前政府购买公共体育服务的薄弱环节,存在体制内评估缺乏公信力、体制外评估缺乏独立性、评估对象存在片面性、评估内容缺乏全面性、评估过程缺乏完整性等问题。提出完善我国政府购买公共体育服务评估的建议:健全政府购买公共体育服务的评估体系;建立第三方为主的评估制度;吸纳多主体参与的评估机制。Through analysis on evaluation practice of domestic government purchasing public sports service,this paper finds out that evaluation is the weak points of current government purchasing public sportsservice, such as lack of in-system evaluation credibility, lack of out-system evaluation independence, onesidednessof appraisal object,lack of comprehensive evaluation content and lack of evaluation process integrity,based on which suggestions are put forward to perfect government purchasing public sports serviceevaluation in China. We should improve the evaluation system of government purchasing public sportsservices,establish a third party as the main evaluation system, and absorb more subjects to participate inthe evaluation mechanism.
