县域乡村建设规划影响下的乡村规划变革--以德清县县域乡村建设规划为例

摘　　要：文章结合2014年住建部试点项目《德清县县域乡村建设规划》,从构建新型城乡关系出发,以乡村视角来分析和总结县域城镇体系规划、城市总体规划、村庄布点规划等相关规划存在的问题与不足,并有针对性地进行深入剖析和规划反思。以"城乡等值"的理念、"多规合一"的思路,提出县域乡村建设规划的研究重点和主要内容,在"县-镇-村"三个不同层次构建完整、系统的乡村规划框架,希望为乡村规划的创新与变革提供一些借鉴。With the county-level rural construction planning of Deqing which is the pilot project of Ministry of Housing and Urban-Rural Development in 2014, starting from the construction of new urban-rural relationship,the paper analyzes and summarizes the problems and inadequation of the county towns systematic planning, the urban master plan, village layout planning and other related plannings. With the concept of ＂equal between rural and urban＂ and the idea of ＂multi-planning integration＂ ,this paper suggests the emphasis and main contents of the county-level rural construction planning, and constructs rural planning framework in the three different levels of ＂ county-town- village ＂,hoping supply some reference to rural planning＇s innovation and reform.
