县域乡村建设规划编制内容及重点的思考——以云南省玉溪市新平县县域乡村建设规划为例

摘　　要：云南省玉溪市新平县县域乡村建设规划是基于住房和城乡建设部对乡村体系建设规划进行探索和研究的基础上开展的。坚持县(市)域乡村建设规划先行,建立以县(市)域乡村建设规划为依据和指导的镇、乡和村庄规划编制体系具有统筹新型城镇化和新农村建设的重要意义。其编制内容包括明确乡村体系、划定乡村居民点管控边界、确定乡村基础设施和公共服务设施建设项目、分区分类制定村庄整治指引等。The county-level rural construction planning of Xinping coun~,Yuxi city is based on the exploration and research of rural system construction plannings by Ministry of Housing and Urban-Rural Development. There is important significance for planning new type of urbanization and new rural construction as a whole by adhering to county （city）-level rural construction planning first and establishing the town-village plannging system based on the county （city）-level rural construction planning. Its contents include clearing rural system, bordering village settlement control, determining the rural infrastructure and punic service facilities construction projects, the classification of the partition for village renovation and so on.
