摘　　要：目的构建适用于采供血机构知识产权管理的评价体系,为持续提升采供血机构知识产权工作绩效提供参考性依据。方法基于知识链及其相关理论,结合上海市血液中心的实践经验,采用德尔菲法,对拥有丰富工作经验的12名专家做了3轮问卷调查,统计计算各级指标权重,确定评价体系。结果 3轮问卷调查专家的积极系数为100%,各轮咨询的专家权威系数均>0.79;构建了一级指标5项,二级指标11项,三级指标32项的采供血系统产权管理评价体系;3轮咨询后,专家意见协调系数有明显改善,结果可信度较高。结论采用德尔菲法初步构建了适用于评估采供血机构知识产权管理绩效的评价体系,为采供血机构开展并持续完善知识产权管理提供了框架和参考性指南。Objective To construct an evaluation system for intellectual property （IP） management that is suitable for Blood Transfusion Services（BTSs） and provide reference for improving the performance on IP management system. Methods Based on theory of knowledge chain and relevant theories, on top of extensive practical experience in the implementation of IP management in Shanghai Blood Center, three rounds of consultations were conducted with twelve experienced experts using Delphi process. Then, the weight of each indicator was estimated and the construction of the evaluation system was comple- ted. Results The expert positive coefficient was 100% in each round consultation, and the authority coefficient was greater than 0.79. The established evaluation system included 5 first-level indicators, 11 second-level indicators and 32 three-level indicators. After three rounds of consultations, the coordination coefficient of investigated experts＇conclusion improved significantly, suggesting high reliability in the results of survey. Conclusion Using Delphi process, an evaluation system is constructed that was suitable for the evaluation of the performance on IP management, which provided framework and reference for developing and continuously improving IP management of BTSs.
