自然保护区管理有效性评价——以福建省为例

摘　　要：以世界保护区委员会(WCPA)关于自然保护区管理有效性评估框架理论为基础,通过现场考察、问卷调查和专家咨询等方法,对福建省自然保护区各个管理过程的信息进行了收集整理,参照《自然保护区管理评估规范(征求意见稿)》(2015年)国家技术标准,从5个方面对福建省自然保护区管理的有效性进行评价。评价结果:福建省自然保护区管理有效性评价平均得分为73.65分,即总体处于中等偏上水平。其中管理对象、管理行动、管理保障、管理成效、生产与建设的得分分别为16.10、16.35、21.65、20.35、-0.80分。管理成效方面有了初步的成果,管理行动为当前保护区管理的薄弱环节。The paper was based on the frame theory of management effectiveness evaluation in the nature reserves proposed by the World Commission on Protected Areas（WCPA）. The writer collects and processes the information of each management process in the typical and representative nature reserve in Fujian Province were collected and processed with the methods of on-site inspection, questionnaire and expert consultation. In accordance with the national technical standards of the Regulation of Management Evaluation in the Nature Reserve（exposure draft）（2015）, it assessed the management effectiveness of the nature reserve in Fujan Province form five aspects. The evaluation results showed that the management effectiveness evaluation of nature reserve in Fujian Province scores an average of 73.65. It indicated that it is above the medium level in general,in which the management object, management action, management security, management effectiveness, production and construction score 16.10, 16.35, 21.65, 20.35 and-0.80 respectively. The analysis result showed that at present the management effectiveness makes some preliminary achievement but the management action is vulnerable spots in turn in the nature reserve.
