摘　　要：权力过分集中政治体制在新中国出现,是复杂因素多方面综合作用的结果。党将权力高度集中的做法,在国家制度还不是很完善和社会发展还不是很充分的情况下,是必需和合理的。不过,国家体制和制度的建设是国家长治久安的根本。政治体制改革以消除政治体制弊端,完善政治体制结构形式为目的,属于政治文明建设的范畴,主要内容和公权力的规制有关,是执政党主动进行政治文明建设的自我进步和发展。党主动进行体制上的纠错和改革,体现了党在政治文明建设过程中的探索本领、政治胸怀和领导能力。有了党领导下的"依法治国,建设社会主义法治国家"政治方略的产生和实践,使得"把权力关进制度的笼子里"有了更好依托,使得"维护公共利益、人民权益和社会秩序"有了更强保障。The excessive concentration of power in the political system in China results from the combined action of many complex factors.It is necessary and reasonable for the Chinese Communist Party to highly concentrate the power when the national system and social development are not imperfect.However,the construction of the state system is the basis for national security.Political system reform belongs to the category of the construction of political civilization,whose main content concerns the rules of public power,reflecting the self-improvement and development of the governing party in its active civilization construction.Its purpose is to eliminate the disadvantages of political system and improve the structure of the political system.The active error correction and reform in the party system indicates that the party has the exploring ability,the political mind,and the outstanding leadership in the construction of its political civilization.The political strategy and practice under the leadership of the party is＂governing the country according to law,and the construction of a socialist country under the rule of law＂,which makes it possible to＂confine the exercise of power within an institutional cage＂and to＂maintain the public interest,the people＇s rights and social order＂.
