摘　　要：结合造纸产业转型升级的内涵与主要内容，构建造纸产业转型升级的测度指标体系．选取2010～2015年山东造纸工业企业为研究样本，利用建立的指标体系和综合评价方法．对山东造纸产业转型升级的发展现状进行综合评价，以期为山东造纸产业转型升级提供理论指导与实践依据。Combine with the upgrade and transition of paper industry, in order to construct the measure index system of upgrade and transition of paper industry, shandong paper enterprises in 2010 to 2015 were selected to comprehensively evaluate the development situation of the upgrade and transition of shandong paper industry by the measure index system in order to supply theoretical basis and practical guidance for shandong paper industry.
