摘　　要：分析当前我国政府科技资源的配置特点及存在问题,提出开放式创新模式下实现政府科技资源市场配置需要做好以下三方面工作:一是建立起领先市场需求导向的创新政策;二是针对不同创新主体采取不同科技投入方式;三是建立多主体联盟治理的科技项目管理机制。In this article, there is an analysis of features and problems of current allocation of Chinese gov- ernment scientific and technological resources. The author also proposes that a good market allocation of govern- ment scientific and technological resources under the open aspects, namely, the establishment of innovation policies and technological investment on various innovating innovation model requires work in the following three leading market demand orientation, various scientific bodies, and the establishment of scientific and technological program mechanism collaboratively administered by multi-bodies.
