摘　　要：我国尾矿库引起的突发事件频发,环境风险居高不下、长期持续、隐患巨大。其原因,主要在于尾矿库环境治理责任不落地、保障不到位、机制不配套,重点从地方政府责任、企业责任、资金技术保障、组织协调机制等层面分析尾矿库治理责任缺失。因此应从落实地方政府及企业的主体责任两个层面以改善环境质量为核心建立健全尾矿库环境治理体系。This paper examines the lack of responsibility problem of tailing reservoirs management from several aspects – local government responsibility, cooperate responsibility, guarantee of capital and technology, and coordination of operational mechanism etc. As a policy implication,tailing reservoirs management,which targeting at environmental improvement,should focus more on the implementation of the responsibility of two major entities – local government and corporate.
