摘　　要：在研究生教育全面实行收费制的背景下,如何利用有限资助金,既能保障研究生教育公平性,又能提升研究生教育绩效,从而切实发挥研究生资助金正面效应,避免或者减少其负面效应。这是当前高校尤其是西部地方高校面临一个难题。本文拟从西部地方高校研究生资助金的现状分析入手,探寻其正面和负面效应的特点,从国家、高校、社会、个人等角度展开研究并提出相应建议策略。At present,graduate education charging policy is under full implementation. Only by reasonably assigning the limited graduate fellowship can be the fairness of graduate education be guaranteed and the performance of it be improved. Therefore,how to maximize the positive effects and minimize or even avoid the negative effects of the fellowship has become a tough issue for universities in China,especially in Western China. Based on the current situation of graduate fellowship in local universities in Western China,this paper intends to explore its positive and negative effects features from the different point level of nation,school,society and individuality,at the same time,try to put up with the corresponding suggestion and strategies.
