摘　　要：水生态文明城市建设试点实施方案是开展水生态文明试点建设的主要依据。该文对惠州市水生态文明城市建设试点实施方案主要内容进行了总结提炼,诠释了"河清、海晏、湖美,惠民城"核心建设理念的主要内涵,提出了惠州市水生态文明建设的总体布局,明确了建设目标和主要任务,为广东省乃至全国各地开展水生态文明试点建设提供借鉴与参考。Pilot implementation scheme of water ecological civilization city construction is the basis of carrying out pilot water ecolog- ical civilization construction and acceptance. The main content of Huizhou city water ecological civilization construction pilot imple- mentation scheme is summarized, explaining basic meaning of the construction concept of ＂ Clean River, Clear Ocean, Beautiful Lake, and Contfortable Life＂. An overall layout for water ecological civilization construction in Huizhou city is proposed, and main tasks of water ecological civilization construction is determined, which providing reference for water ecological civilization construc- tion in Guangdong Province and the whole country.
