摘　　要：在分析"河长制"起源和内涵的基础上,结合广东省Q区中小河流治理"河长制"实施情况,探究了该制度在实施过程中存在的问题,提出了在程序设计、组织设计和考核指标体系设计等方面对"河长制"进行完善,构建中小河流"河长制"长效管理模式。On the basis of analyzing the origin and intension of‘river-chiefmechanism’ , the problems existed in the carry-out of this mechanism were studied, taking the practice of ‘river-chiefmechanism’ in Qingcheng District of Qingyuan City as an exam-ple.For these problems, some countermeasures were put forward in aspect of the design of program, organization and assessment in-dex system, aiming to perfect ‘river-chiefmechanism’ and make it a long-term management mode.
