摘　　要：从经济增长的资源环境成本角度,以"收益-成本"分析作为基本分析原则对湖南省经济增长质量进行分析。结果表明:在当前资源环境约束条件下,湖南省经济增长的资源环境成本在不断增大,经济增长质量处于下降趋势。而经济增长的内在要求应是低资源环境成本的增长,是资源环境和经济增长协调发展的增长。湖南省资源环境容量已经难以支撑依靠资源消耗的高投入增长方式,必须化解经济增长与资源环境约束之间的矛盾,加快经济发展方式的转变。This paper presents a benefit-cost analysis of the quality of economic growth in Hunan Province from the perspective of resources and environmental cost. While the economy is expected to grow at the low cost of resources and environment, the analy- sis shows an increase in the cost of economic growth due to resource and environmental constraints and a decline in the quality of the growth. Restricted by the current resource and environmental capacity, Hunan＇s high-input mode of economic growth which depends on mass consumption of resources is difficuh to support. Therefore, we must speed up the transformation of economic growth mode by first of all resolving the conflicts between the growth of economy and the constraints of resources and environment.
