摘　　要：随着天津市失能老人数量大幅增加,其照护问题受到社会各界的广泛关注。本文在结合天津市老龄委对失能老人的调研并实地走访专业养老护理机构的基础上,分析失能老人的照护需求并对所需费用进行预测,进而提出建立长期照护保险制度以解决失能老人高额护理费用问题,即在政府的主导下,构建强制性的、独立于其他险种之外的社会护理保险制度,并出台相关政策来确保制度的顺利实施。As the number of disabled elderly in Tianjin increases significantly, the problem of their care has attracted wide attention. According to the survey by Tianjin Committee of Aging on the disabled elderly and visits to the professional care institutions, the author analyzes the care needs and the cost of disability of the elderly, then suggests to establish long--term care insurance system to solve the disa- bled elderly high costs of care problems. The government must take the lead to establish a social insur- ance system which is mandatory, and independent of other types of insurance, then formulate policies and regulations to ensure the smooth implementation of the system.
