摘  要:长期以来,社会治理对秩序的强调始终充斥着本体论情结和常态化思维,力求用社会进化论、客观规律性、整体统一性、稳定可控性等理念范畴来把握社会历史运行态势。近代以来,日益盛行的资本逻辑以物化思维遮蔽了人化思维,理性化的社会秩序观绑架了个体意志,物质文明的极大进步却没能使精神生活的丰富性得以彰显。后现代主义秩序观在瓦解常态世界秩序统一性的同时导致社会陷入多元纷争和虚无主义等混乱境地。基于以上社会治理思维逻辑的局限性,新常态思维寻求"破"与"立"相统一的新秩序观,倡导自我改革与创新的全民发展观,这是一种注入了人文精神的新实用主义。它从常人社会出发凸显民众主体性和创造性,从而使改革、法治以及价值观等建设真正面向现实生活需要。For a long time,social governance emphasizes the order with ontology complex and normal thinking,and it grasps the running situation of social history by the concept and category as follows: social evolution,objective law,integral unity,stability and controllability. Since modern times,the prevailing capital logic leads to overshadowing personified thinking by materialized thinking. The nationalization of social order bondage the entity's will and the advance of physical civilization can't demonstrate the richness of spiritual life. Then postmodernism disintegrate the unity order thinking of normal world which leads to conflict in social order by many powers and the confusion of nihilism. Therefore,the new normal thinking emphasizes a new order unified with"broken"and"stand",and it promotes a view of development with self reform and national innovation which is a new pragmatism with the humanistic spirit. It lets the subjectivity and creativity of people give full play standing on normal society so that the construction of reform,rule of law,sense of worth must be based on the needs of actual life indeed.
