摘　　要：以往的电子政务服务研究大多侧重于对非移动服务的研究。伴随着无线通信技术的日益成熟和移动便携设备(如手机、PAD、蓝牙等)性能的完善与应用的普及,移动政务服务逐渐为公众所熟悉并展开了广泛的研究与探讨。通过对相关文献的梳理,发现国外针对移动政务服务的研究起步较早,研究视角宽泛,但至今尚未形成系统的移动政务服务理论体系;研究方法以应用性研究为主,出现较多介绍移动政务服务的应用实例;研究内容主要集中在移动政务服务的采纳与使用、安全、实现与转换以及应用环境分析。文章在对国外移动政务服务研究进展进行梳理的基础上,力图全面把握国外移动政务服务的研究进展,并由此提出未来研究值得关注的问题和方向,以期为国内相关研究与实践提供借鉴。Previous electronic government affairs service research mainly focused on the study of non-mobile services,now accompanied by increasingly maturing wireless communication technology and mobile devices（ such as mobile phones,PAD,Bluetooth,etc.） and performance of the wide spread of mobile government services,the public is gradually familiar to the mobile government affairs service,and thus carried out extensive research and discussion. Combing through the relevant literature,for the start of the study,it can be found that foreign mobile government affairs services earlier,were conducted from a broad perspective,but has not yet formed a system of theoretical system of mobile government services;the study ways centralized on application research which brings out considerable amount of application examples introducing the mobile government affairs service,research focused on the adoption and use of secure mobile government services,implementation and conversion,and application of environmental analysis. Based on foreign research progress of mobile government services,trying to form a relatively comprehensive understanding of government services for mobile current research trends in this paper,and thus propose future research issues of concern and direction,with a view to providing relevant research and practice reference.
