摘　　要：根据资源环境经济系统结构,基于OECD的"压力-状态-响应"(PSR)模型,建立起REE系统协调与发展预警管理评价指标体系框架;通过频度分析和专家咨询,结合统计数据的收集,确定评价指标;根据Z-score法、指数平滑法进行数据标准化处理,用因子分析研究指标贡献率,得到了子系统增长指数,根据构建的协调发展指数模型得到子系统的发展指数和协调指数。对陕西省2001到2013年REE系统协调发展预警指标进行评价和分析,提出REE系统预警管理的指导性建议。本研究确定了REE系统协调与发展的27个指标,综合反映REE系统结构与功能;通过定量方法对指标进行标准化处理和赋权,确保评价的客观性;通过体现协调与发展来反映系统预警管理的动态性和综合性。According to ＂resources-environment-economic system＂（REE）structure and the OECD＇s＂pressure-state-response＂（PSR）model,REE system coordination and development evaluation Early warning management system frame is established.Through the frequency analysis and expert consultation,combined with statistical data collection,the REE coordination and development Early warning management evaluation system is determined.According to the Z-score method for the standardization of data processing,using factor analysis research contribution index,subsystem growth index is gotten.According to the construction of the coordination Early warning management index model,subsystem coordination is gotten between index,coordination and growth thought,constructing development index.REE system development Early warning management is evaluated and analyzed from 2001 to 2013in shanxi province.Contributions of thesis：The 27 index of the REE system coordination and development are determined,which reflects the comprehensive REE system structure and function.The quantitative methods index standardization is processed,which guarantees the objectivity of the calculation.Growth and coordination reflect different aspects of REE system.Development index is the comprehensive reflection of growth and coordination,which overcomes only to coordinate the evaluation,or only the growth evaluation to replace partial evaluation.
