摘　　要：优化地方投资环境,首先在于树立创新、协调、绿色、开放、共享的发展理念,而辽宁振兴乃至东北振兴,还需要勇于直面本地区的投资及经济持续低位运行的现实以及供给侧结构性改革,着力完善体制机制,调整政策引导内容,依法优化投资环境。因此,极有必要总结投资环境问题,特别是加大对于优化投资环境的政策立法研究,因而契合优化投资环境的政策与立法研究极有必要。而优化地方投资环境政策和立法的重要点,在于正确处理政府与市场之间的关系、积极引导和保护社会资本进入投资领域,对此,更应在依法治国理念下完善地方立法。Optimization of the local investment environment, the first is to establish innovation,coordination,the development of green,sharing the development concept,revitalization of Liaoning and the revitalization of the Northeast China,is also have the courage to face continued running low on reality and supply side structural reforms in the area of investment and economic, efforts to consummate the system mechanism, adjustment policies to guide the contents, according to optimize the investment environment.Therefore, it is very necessary to sum up the investment environment,especially to increase the optimization of the investment environment of the policy legislation research, so fit to optimize the investment environment of the policy and legislation is very necessary.And the optimization of the important point of the local investment environment policy and legislation,is from the local problem correctly handle the relationship between government and market, actively guide and protect the social capital into the investment.The more perfect local legislation should be in the rule of law concept.
