摘 要:为客观、全面地反映我国沿海船舶CO_2排放控制要求,对比其与国际船舶能效设计指数(Energy Efficiency Design Index,EEDI)排放限值要求之间的差异,对国内外CO_2排放限值基线划定方法进行系统阐述。对国内外CO_2排放限值基线划定方法进行系统阐述,并利用该方法分别对不同船型、不同吨位的船舶进行CO_2排放限值计算,同时对计算结果进行比较。结果表明,目前我国施行的限值标准总体上较EEDI限值标准更为严格,船舶节能减排控制水平较高。建议在我国标准中增加适用船型,并延长CO_2排放限值的阶段时效,推动我国标准的强制实施,从而进一步提高我国船舶节能减排控制水平。In order to objectively and comprehensively understand China's coastal marine CO2 emission control requirements,the differences between Chinese requirements and the international Energy Efficiency Design Index( EEDI) standard requirements are studied. The methods of defining CO2 emission limit baseline used in both documents are systematically elaborated. The CO2 emission limits for the ships with different type and different tonnage,are calculated and compared with both methods. The study concludes that at present,China's limit standard is generally stricter than EEDI standards and China requires a higher level of ship energy conservation and emission reduction control. It suggests that the China's requirements increase the coverage of ship types and,extend the enforcement schedule,so as to further improve China's energy conservation and emissions reduction control level of ships.
