摘　　要：为提高战略投送基地物资快速收发转运能力,从基于活性理论的技术装备体系集成、基于综合集成的运行管理模式创新、基于信息系统的物流业务流程整合和基于互利共赢的军民融合机制优化4个方面提出了相应的对策。In order to improve the fast capability of receiving,sending and transferring materials in strategic projection base,the paper proposes some countermeasures from following four aspects： integrating technical equipment system with activity theory,creating operating management mode based on meta synthesis,integrating logistics business process under information system,and optimizing civil-military integration mechanism on the base of mutual benefit and win-win result.
