摘  要:提高可再生能源(RES)发电量占比的关键是解决局部电网阻塞和实现DG安全接入的问题,而这需要电网规划和运行的协同决策。文章在第23届国际供电会议(CIRED2015)圆桌会议3(RT3)讨论内容的基础上,系统地介绍了基于主动配电网管理思路实现规划与运行协同决策的思路和方法,以及欧洲各国在此方面有代表性的措施和案例,为中国智能配电网研究人员在制定集成大规模RES电网规划和运行策略时提供借鉴与参考。The keys to increase the penetration of renewable energy sources (RES) are relieving the local congestion and reliably connection of distributed generation (DG), which requires the coordinated decision-making in planning and operation of the network. According to the discussions presented in Round Table 3 CIRED 2015, the paper systematically introduces the methods, practices and representative solutions based on active network management (ANM) proposed by some European countries. The experiences and conclusions would give the researchers an insight about how to make decisions in planning and operation of the smart distribution network in China.
