摘　　要：弱势群体公共信息服务权益是弱势群体享有的,无障碍知悉、获取、利用公共信息及其服务的权益,是由信息平等权、信息安全权、信息自由权和信息特殊保护权等一系列子权益构成的有机整体。人权理论、人民主权理论和科学发展观理论为弱势群体公共信息服务权益的存在奠定了坚实的理论基础。The vulnerable groups ＇public information service rights is enjoyed by the vulnerable groups, it contributes to their understanding, acquiring, utilizing public information and its service accessibly. And it is an organic whole consisting of a series of subordinate rights, such as information equality, information security, freedom of information, special protection of information and so on. The human rights, people＇s sovereignty theory and the concept of scientific development theory have laid a solid foundation to support the vulnerable groups ＇public information service rights.
