农机购置补贴政策促进了农机行业的技术创新吗?

摘　　要：利用1998—2007年我国工业企业数据库农业机械行业企业的数据,结合运用随机前沿分析(SFA)及倾向得分匹配(PSM)的方法实证分析农机购置补贴政策对农业机械行业企业技术创新的影响。研究结果表明:2005—2007年享受农机购置补贴政策的企业相比没有享受农机购置补贴政策的企业,其技术进步率显著下降;同时,实证表明2005年农机购置补贴政策实施的滞后效应较为明显,2006年和2007年政策滞后效应减弱。总体来说,农机购置补贴政策不利于农机企业的技术创新。The impact of agricultural machinery purchase subsidy on technological innovation of the agricultural machinery industry was analyzed by utilizing China Industry Business Performance Data from 1998 to2007 and applying the empirical approaches of SFA（ Stochastic Frontier Analysis） and PSM（ Propensity Score Matching）.Empirical results show that the technical progress of companies who were subsidized decreased significantly compared with those with no subsidies from 2005 to 2007; Meanwhile,the policy of agricultural machinery purchase subsidy had obvious lag effect in 2005,which decreased significantly in 2006 and 2007.All in all,the policy of agricultural machinery purchase subsidy was bad for technological innovation of the agricultural machinery industry.
