责任意识约束下养猪场户环境治理意愿的影响因素分析——基于北京市253个养猪场户的调研数据

摘　　要：利用北京市实地调查的253份养猪场户的问卷数据,选用二元Logit模型,对责任意识约束下养猪场户环境治理意愿的影响因素展开实证分析。研究发现:当前政府环境监管条件下,养猪场户的环境治理意愿较高;对于具有不同责任意识的养猪场户而言,各因素对养猪场户环境治理意愿的影响呈现出很大差异,监管感知、政府补贴和危害认知变量显著影响认为不应该为养殖环境污染负责养猪场户的环境治理意愿,文化程度、身份、养殖规模和合作社变量显著影响认为应该为养殖环境污染负责养猪场户的环境治理意愿。因此,政府应加大养殖环境污染问题相关法律法规的宣传力度以增强养猪场户的法律责任意识。Based on the survey data collected of 253 pig farms and households in Beijing,and with the help of the binary logistic model,factors were studied which influence the environmental management willingness of the pig farms and households under the restriction of responsibility consciousness. The results showed that under current government environmental supervision,the environmental management willingness of pig farms and households is relatively high; that for pig farms and households with different responsibility consciousness,factorsvaried in their influence on the environmental management willingness of the pig farms,of which regulatory awareness,government subsidies and harm cognition influenced significantly the environmental management willingness of pig farms and households who thought that pig farms and households should not be held responsible for breeding environmental pollution,while education,identity,culture scale and cooperative influenced significantly the environmental management willingness of pig farms and households who thought that pig farms and households should shoulder the responsibility for breeding environmental pollution.Therefore,government should intensify the publicity of environmental pollution laws and regulations to enhance the legal responsibility consciousness of pig farms and households.
