矿产资源安全视角下的城市可持续发展能力评价——以江西省11个地市为例

摘　　要：矿产资源安全开发利用是城市可持续发展的重要组成部分,城市可持续发展能力的提升对国民经济发展具有重要的战略意义。结合物质流分析思想和可持续发展分析系统,从资源禀赋、环境保护、人力资本、经济基础和政策因素五个方面构建城市可持续发展能力评价指标体系,并应用DEA模型,以江西省11个地市为例,基于矿产资源安全视角下对2004—2013年的江西省各城市可持续发展竞争力进行评价分析。结果表明:有7个地市在2010—2013年内达到城市可持续发展能力的最高值,呈现良好的上升趋势;不同地区间城市可持续发展能力差异性较大,且与地区经济发达程度非正相关。最后基于矿产资源安全视角下,对如何提升江西省各城市可持续发展能力提出简要讨论。Safe development and utilization of mineral resourcesis an important part of sustainableurban development.Cities＇ ability todevelop in a sustainable manner is of strategic significance for national economy.Combining Substance Flow Analysis（ SFA） and sustainable development system,this article constructed an index system to evaluate a city＇s sustainable development which takes into consideration such factors as natural resources,environmental protection,human capital,economic fundamentals and policy. Based on data collected in the 2004—2013 period,evaluation and analysis were conducted by DEA models.The result showed that seven cities could be rated as showing the highest sustainable development ability during 2010—2013 who enjoyed a good upward trend; Big differences existed among cities from different regions,whose sustainable development ability did not have a positive correlation with the regional economic development.Based on the perspective of Mineral Resources Security,a brief discussion was carried out on how to enhance Sustainable Urban Development Capacity in Jiangxi Province.
