Promotion of Information Resources Industry Symbiosis Benefits and Its Policy Implications

摘  要:[目的/意义]信息资源产业内部各部门及其与其他产业间存在较高的渗透性,即共生性。促进其产业发展必须充分考量这一特性,但尚未发现有针对性的研究。[方法/过程]引入共生理论,通过推理、归纳总结,以及定量公式的方式,对信息资源产业共生系统的构成、共生关系、共生效益测度方法和提升策略进行了分析。[结果/结论]得出如下基本结论:第一,信息资源产业内部及其与其他产业间均存在不同类型和形态的共生现象,政策干预有利于实现正向、高效的共生效益。第二,在共生过程中,与其他类型资源的串联循环利用不同,信息资源的循环利用往往是并联的。第三,信息资源产业共生效益受到资源种类、数量、频次、信息资源占比等变量的影响;可通过调控这些变量提升共生效益。第四,提升信息资源产业共生效益关键是构建共生关系促进平台和创新共生模式与技术。[ Purpose/Significance ] There is a high permeability, i.e. the nature of symbiosis, between different departments inside information resources (IR) industry or between it and other industries. This characteristic must be fully considered to promote the development of IR industry, but no relevant research has been found yet. [ Method/Process] By reasoning, induction and summary, as well as the way of quantitative formula, the symbiosis theory is introduced to analyze the composition of the IR industry symbiotic system and its symbiotic relationships, methodology of measuring symbiotic benefits and the strategy to promote it. [ Result/Conclusion] It is concluded as follows: firstly, different types and forms of symbiosis phenomena exist both inside the IR industry and between it and other industries, and policy -intervention in symbiosis is conducive to positive and efficient symbiotic benefits; secondly, during the process of symbiosis," parallel" recycling of IR, other than "series" recycling of other kinds of resources, occurs more often ; thirdly, IR industry symbiosis benefits are influenced by the variables of type, quantity, frequency of the resources and the proportion of IR, and these variables can be controlled with the purpose of improving the symbiotic benefits; and fourthly, the critical means to improve the symbiotic benefits of IR industry are building a platform to facilitate symbiotic relationships and innovating symbiotic models and technologies.
