建设服务型政党:新加坡人民行动党执政经验借鉴

摘　　要：新加坡人民行动党虽未提出"服务型执政党"的概念,但其依然践行着服务型执政党的思想。基于服务型执政党的理念,人民行动党在长期的执政党建设实践中探索并形成了一整套的机制,如把发展经济、改善民生作为赢得群众的一项重要任务;建立党员走访群众的工作机制,密切联系群众;坚决惩治贪污腐败,保持清正廉洁形象;发挥好基层组织在服务群众、联系群众中的作用;打造一支素质过硬的执政骨干队伍。积极借鉴新加坡人民行动党执政的成功经验,进一步推进服务型马克思主义执政党建设,更好地服务于全面推进党的建设新的伟大工程的实践。Even though without the concept of a service-oriented party,the People＇s Action Party in Singapore constantly has been carrying out this concept. Based on it,during the construction practice of the ruling party for a long time,the People＇s Action Party has already developed a comprehensive set of effective system mechanism,for instance,to develop its economy and improve people＇s livelihood to win the support from the public as its important mission; to set up a working mechanism of party members visiting the masses and maintaining close ties with the masses; to punish the corruption and decadence resolutely and to keep clean and honest; to ensure the grassroots organizations serve the masses well and maintain close contact with the masses; and built up a highly qualified backbone team. It is suggested to borrow the successful experiences from the People＇s Action Party in Singapore,to boost the construction of a service-oriented Marxist ruling party,and to forge ahead with the new great project of Party＇s construction.
