摘 要:对福州地区既有校舍第二批次鉴定中发现的若干问题进行了论述,认为:校舍鉴定报告应平行提供安全性鉴定结论和抗震鉴定结论,并提出综合处理建议;设计依据不明确时,可结合设计时间以及设计抗震构造措施综合确定后续使用年限;抗震措施不符合要求时,若计入其构造影响后的综合抗震能力满足要求,鉴定结论不必再列出抗震措施问题;新建建筑的结构设计应加强保护层厚度的设计深度;日常维护制度的完善势在必行;校舍功能布局拟调整时,校方宜在鉴定之前提供给鉴定单位。最后针对《福建省中小学校舍安全保障长效机制实施意见》提出了关于校舍年检制度的建议。Some issues of 2nd assessment of existing school buildings in Fuzhou were discussed. The school building assessment reports should provide both safety assessment conclusion and aseismic assessment conclusion,and the suggestions of the comprehensive treatment. While design foundation is not clear,the subsequent service life can be determined by design time and aseismic structural measures. While the aseismic measures cannot meet the requirements and the aseismic capability meets the requirements,the problems on aseismic measures should not be list in the conclusion. Structural design of new buildings should strengthen the thickness of protection layer. Daily maintenance system is imperative under the situation. To adjust the proposed building functional layout,the school should previously provide the proposal to assessment institute. Suggestions of the school inspection system are given in the end on "Advises to develop the long-term safety and security implementation of primary and secondary schools in Fujian Province ".
