招标评标中关于“双低”评判的思考

摘　　要：四川省投标报价评审中的"双低"指:投标人的评审价低于招标控制价相应价格的90%且低于所有投标人评审价算术平均值的95%;"双低"是投标报价低于成本评审的启动条件,本文阐述了双低评判与低于成本评审的的作用和关系,研究低于成本评审的措施和思路。‘Double-low＇ in bidding quotation review of Sichuan Province refers that the review price of bidders is lower than 90% of cor- responding price of tendering control price, which is also lower than 95% of review price arithmetic mean value of all bidders; ＇Dou- ble-low＇ is the starting condition of review that the bidding quotation is below cost. In the paper, the role and relationship between dou- ble-low judgment and review below cost are described. Measures and thoughts of review below cost are studied.
