差别责任视角下碳排放权区域分配方法研究

摘　　要：基于熵权法确定指标的权重矩阵,并采用"垂直距离"替代"欧氏距离"对TOPSIS模型进行改进以衡量方案的理想度,据此构建出包含效率和公平在内的碳排放权区域分配方法。在此基础上,结合我国政府哥本哈根气候峰会的减排承诺对2020年的碳排放权进行模拟分配,并采用和谐度函数模型对分配结果进行检验,证实了该分配方法的合理性与科学性。To determine the index weight matrix based on the entropy weight method, this paper uses vertical distance in- stead of Euclidean distance to measure the approach degree to the ideal solution, so as to build an area allocation method of carbon emission rights including efficiency and fairness. On this basis, it simulates distribution of carbon emissions of 2020 according to our country＇s emission reduction commitment in Copenhagen climate summit, then tests the result of the distri- bution by the harmonious degree of function model, and confirms the scientific rationality of the allocation methods.
