省域优质高等教育发展支持计划政策分析——基于广东和浙江省重点建设计划文本分析  

A Policy Analysis on the Province's High-Quality Higher Education Development Support Program: Based on the Text Analysis of Key University Construction Projects in Guangdong and Zhejiang Province

摘　　要：文章通过对广东和浙江推出的省域优质高等教育发展支持计划的政策文本分析发现,在资助对象遴选上体现了"竞争性与全纳性相结合"的基本价值;在资助资金分配上体现了"效率优先"的基本价值;在政策措施上蕴含"政策杠杆"的基本价值。基于此,文章建构出省域优质高等教育发展公共政策框架,认为在政策制定过程中要充分调动和发挥各高校自身的积极性和创造力;除加大物质资源投入外,进一步下放权力,在受资助高校内建立办学特区;要与本省的经济社会发展情况紧密联系起来。The paper conducts a policy text analysis based on the provincial high-quality higher education development support program issued respectively by Guangdong and Zhejiang provinces. It finds that it embodies the basic value of the combination of ＂ competition and the total acceptance＂ in its selection of the financing object,reflects the basic value of ＂ efficiency priority＂ in the allocation of funds,and embodies the basic value of ＂ policy lever＂ in the policy measures. Based on these,the paper constructs the framework of the public policy of the provincial high-quality higher education development support program. It holds the thoughts that in the decision-making process we need to fully exert the enthusiasm and creation of universities,that besides increasing resource input,the government needs to further release its administrative power,and set up schoolrunning special zones in funded universities,and that universities need to meet the practical needs of the economic and social development of the province.
