摘 要:介绍了区域及省级电网发电计划编制方式和业务需求,结合国内外中长期发电计划编制已有的研究成果,提出了一种考虑年度计划完成率、启停成本和计划负荷率均衡的年度发电量计划滚动分解优化方法,根据年度发电量计划完成情况,优化常规机组在未来计划时段启停计划和发电负荷率,并为月、周、日的进一步精细化调度计划提供发电量计划目标。在某省级电网中的应用实例分析表明,该方法可为调度中心提供满足年度发电量完成率与电网安全的切实可行的机组停备计划和月、周、日发电量计划,并为新能源消纳和短期电力交易预留空间,从更大时间范围实现对电厂发电量完成进度的跟踪与调控。This paper introduces the current generation scheduling process of regional and provincial power grids, and analyzes the guiding option on the effects of the generation management of China government on the decomposition of the annual energy plan. The paper summarizes the research achie- vements on the long-term generation scheduling both at home and abroad. On the basis, it proposes an optimization method for the rolling decomposition of the annual energy plan, which minimizes the deviation of the energy plan completion rates and makes the unit generation load ratio balanced according to the system load trend. The method can optimize the conventional unit commitment plan and generation load of every p^riod in the future. And the paper also provides the energy plan target for further refined generation scheduling on the monthly, weekly and day-ahead basis. The application of this method in a provincial power grid shows that the method is valid and is able to provide feasible unit commitment plan and monthly and wea- kly energy plan for the power scheduling center which meet the annual power generation completion rates and grid security requirements, leaving sufficient space for new energy consump- tion and short-term power trade and realizing the tracking and control of the implementation of the annual energy plan of the power plant in the larger time range.
