摘 要:自上世纪80年代末将SCI引入科研评价体系以来,SCI逐渐成为高校附属医院科研成果评价的指标。如今,SCI是职称晋升、资源分配、衡量工作业绩的重要指标,因此出现了医生忙科研、轻临床,重成果、轻质量的所谓SCI热现象。SCI是否应该成为评价医院及其科研人员科研水平的惟一或权重最重的指标已引起了广泛讨论。本文从高校附属医院功能定位的角度肯定SCI进入科研评价体系的价值,剖析形成SCI热将对高校附属医院产生的不利影响,其中最主要的影响在于偏离了医院和医生的主要职责,最后提出完善SCI进入高校附属医院科研评价体系的建议。In the late 1980 s, SCI was introduced into scientific research evaluation system. Since then, SCI has gradually become the evaluation index of scientific achievements of college-affiliated hospitals. At present, SCI is the important index of professional title promotion, resource allocation and performance measurement. As a result, SCI heat phenomenon is appearing, mainly shown as the doctors' engagement in scientific research and less attention to clinic, emphasizing achievement and less focus on quality. It has been widely discussed whether SCI should become the only or most important index to evaluate the quality of the scientific research of the hospital and the scientific research personnel. In this paper, the author gives recognition for the value of SCI in the scientific research evaluation system from the perspective of functional orientation of college-affiliated hospitals. Meanwhile, the author dissects the adverse effects that SCI heat phenomenon has on college-affiliated hospitals, and concludes that the leading influence lies in the deviation from the main responsibilities of the hospitals and doctors. In the end, the author puts forward some suggestions on improving SCI in the scientific research evaluation system of college-affiliated hospitals.
