摘　　要：在构建过境洪水资源风险决策模型基础上,对过境洪水资源利用风险因素识别,针对大坝泄洪量及安全风险实施评估,阐明了洪水风险损失与经济效益之间的关系,并将模型最优解作为水库水位调整的参考,从而实现对过境水资源综合效益评估。In this paper, we can identify the risk factors of crossing flood resources utilization by building model of crossing flood resources risk decision. Through dam flood discharge and safety risk implementation assessment, the relationship between flood risk losses and economic benefit is clarify, and using the optimal solution of model as the reference to the reservoir water level adjustment, so as the evaluation of comprehensive benefit of crossing water resources is realized.
