论全球治理语境下的网络恐怖活动犯罪防控

摘　　要：网络恐怖活动犯罪区别于传统恐怖活动犯罪的新特性,导致传统对策机制失效。加之现有网络恐怖活动犯罪治理手段的失灵,使得运用全球治理模式防控网络恐怖活动犯罪成为必然选择。全球治理模式中的多元主体、多层次防控机制能够衍生适用于网络恐怖活动犯罪的防控。全球治理模式对我国网络恐怖活动犯罪的治理同样具有积极的参考价值,我国应建立多元多层次的防控机制、完善相关法律体系、加强国际合作以有效应对网络恐怖活动犯罪的现实威胁。The traditional countermeasure mechanism cannot effectively deal with cyber-terrorism crime,because of cyber-terrorism crime different from traditional terrorist crime. The failure of governance means of cyber-terrorism crime has made the global governance mode become an inevitable choice to prevent and control cyber-terrorism crime. Multiple subjects,multi-level prevention and control mechanism in global governance mode is important for prevention and control of cyber-terrorism crime. Global governance mode also has a positive reference value for China＇s cyber-terrorism crime governance. China should establish a pluralistic and multi-level governance mechanism,improve the relevant legal system,and strengthen international cooperation to effectively respond to the threat of terrorism crime.
