摘　　要：大学治理能力现代化是一流大学建设的重要保障。在国家加快推动治理现代化和实施"双一流"建设的战略背景下,院系治理成为最重要最紧迫的课题。本研究以治理理论和利益相关者理论为分析工具,对一流大学院系治理的结构要素和运行机制进行系统研究,从三个维度探讨校院系治理的应然状况:厘清学校和院系的权责关系是院系治理之根本;构建多维协调互动的院系内部治理体系是院系治理之要义;吸纳重要校外利益相关者参与共治理是院系治理的必然要求。The modernization of university governance capacity is an important guarantee for the construction of a firstclass university.In the context of speeding up the modernization of governance and implementation of the double class university construction,school and department governance has become the most important and urgent task. This research is based on the theory of governance and stakeholder theory and demonstrated a systematic study on the structural elements and operational mechanism of the governance of the first class universities.Discussion on the status of school and department governance from three dimensions are generalized into the followings：to clarify the relationship of the power and responsibility between the university and the school is the root of the School and Department governance; to construct multidimensional coordinated interaction of internal governance system is the essence of school and department governance;to absorb the important external stakeholders to participate in co-governance of school and department is an inevitable requirement for school and department governance.
